Steven P. Whitford, Environmental Scientist
Steven Whitford has been an Environmental Specialist for the firm of Schaeffer Nassar Scheidegg Consulting Engineers, LLC His responsibilities at SNS include project feasibility, planning and development based on environmental regulations, constraints and opportunities. Steve attended the Edinboro University of Pennsylvania and University of Pittsburgh’s Laboratory of Ecology and obtained a Bachelor of Science specializing in Environmental Science and Biology.  He has continued his education in Environmental Science at Cook College and the Richard Stockton College of New Jersey.  Steve has significant experience with freshwater wetlands including boundary delineations, transition area waivers, permitting and buffer delineation models under federal, NJDEP and New Jersey Pinelands Commission regulatory programs.  He is also experienced with N.J. Coastal regulatory programs including Coastal Wetlands, CAFRA and Waterfront Development Programs.  This includes preparation of environmental impact statements and Coastal Zone Management Rules compliance statements.  He has performed vegetation and wildlife studies including rare, threatened and endangered species.  This includes habitat assessments, feasibility studies and species surveys under NJDEP and N.J. Pinelands Commission protocols. Steve is also experienced in Geographic Information System mapping and aerial photography analysis. Steve's experience also includes soil analysis for individual subsurface treatment system design and stormwater management system design.

Anthony Ciancaglini is a Principal in the firm of Schaeffer Nassar Scheidegg Consulting Engineers, LLC, and serves as Partner, Project Manager and Operations Manager.  With over 30 years experience, Tony is an experienced Operations Manager and Construction Superintendent / Inspector,  providing services for State and Municipal projects including roadway construction, stormwater management system construction, Portland cement and bituminous concrete paving, grading, steel bridge erection and reconstruction, traffic control and coordination and soil erosion control. He assures that all site work and construction is in compliance with design specifications, is completed on schedule and adheres to budget, accounting requirements and highest industry standards.  Tony provides contract management services and schedules and coordinates fieldwork for surveying and all aspects of construction management, inspection and operations.  In addition these responsibilities, he also oversees the day-to-day functions of the field crew(s) and office administration for both SNSCE .


Howard A. Transue, PLS
Howard A. Transue is a New Jersey licensed Professional Land Surveyor for the firm of Schaeffer Nassar Scheidegg Consulting Engineers, LLC.  Howard began his career in the United States Army where he attended Artillery Surveyor School at Fort Sill, Oklahoma and broadened his surveying education through ICS Survey and Mapping classes.  Howard is a member of the New Jersey Society of Professional Land Surveyors, American Congress of Surveyors & Mappers and the Society of Professional Surveyors. Howard has over 40 years experience in the field of surveying and has extensive experience with providing all types of surveying services such as Geodetic Surveys, Control Surveys, Property Surveys, Route Surveys, as well as other common types of surveying.  Lands surveyed have involved real property acquisition, boundary and topographic surveying, Green Acres lands, Farmland Preservation,Historic Preservation and other programs for municipalities and quasi-governmental agencies throughout Southern New Jersey.

Andrew F. Schaeffer is a Principal in the firm of Schaeffer Nassar Scheidegg Consulting Engineers, LLC and serves as Partner, Project Manager and Resident Engineer. 

He is a licensed Professional Engineer (1986) and Planner (1988) in the State of New Jersey.  Andy graduated from Purdue University with a B.S. degree in Engineering with emphasis on Structures, Soils, Hydraulics, Hydrology and Site Development.  With over 32 years experience in the field of civil engineering including design, inspection and planning, Andy has extensive experience providing engineering and planning services to municipalities and quasi-governmental agencies throughout Southern New Jersey.  He has testified as an expert witness on a variety of forensic issues regarding structural failures and flood damage and is also considered an expert on stormwater drainage issues.  Andy has provided Construction Engineering services for municipal projects including bituminous roadway construction and overlays, sanitary sewer and water installations, stormwater management system construction and athletic field development.

Rami N. Nassar is a Principal in the firm of Schaeffer Nassar Scheidegg Consulting Engineers, LLC and serves as Partner, Project Manager and Resident Engineer.  
He is a licensed Professional Engineer (1989) and Professional Planner (1991) in the State of New Jersey as well as being a Certified Municipal Engineer.  Rami graduated from the University of Toledo with a B.S. degree in Civil Engineering. With over 28 years experience in the field of civil engineering, design and planning , Rami has extensive experience providing engineering and planning services to municipal and private clients throughout Southern New Jersey.  He has planned and designed commercial site plans, residential and industrial subdivisions, educational and recreational facilities, sanitary sewer pumping stations, municipal wastewater collection systems, on-site sewerage disposal systems, utility repair and reconstruction, stormwater management systems, and municipal roadway systems.


David S. SCHEIDEGG, PE, PP, CME, CPWM, CFM

David S. Scheidegg is a Principal in the firm of Schaeffer Nassar Scheidegg Consulting Engineers, LLC and serves as Partner, Project Manager and Resident Engineer. 
He is a licensed Professional Engineer (1992) and a licensed Professional Planner (2004) in the State of New Jersey as well as a Certified Municipal Engineer and Certified Public Works Manager.  Dave graduated from Pennsylvania State University with a B.S. degree in Structural Design and Construction Engineering, and an Associates Degree in Mechanical Engineering.  He has continued his education at Cook College as well as attending numerous seminars.  David has 20+ years experience in civil engineering, construction engineering and planning for municipalities and quasi-governmental agencies throughout Southern New Jersey.  He has planned and designed commercial site plans, residential and industrial subdivisions, educational and recreational facilities, sanitary sewer pumping stations, municipal wastewater collection systems, on-site sewerage disposal systems, utility repair and reconstruction, stormwater management systems, state highway and bridge inspection and municipal roadway systems. Dave has been the selected Municipal Engineer, Planning Board Engineer and Zoning Board Engineer in Buena Vista Township since 1995.
